I understood "SwikiEditor" to be a thing for editing templates, actions,
settings, etc. -- i.e., closer to the Admin thing except inside squeak and
(I would hope) with more capabilities ;) A place to put other admin tools
(e.g., bulk page migrators, history purgers, etc. etc.)

Yes. Indeed, I wouldn't mind this on a page by page (or template by
template) basis. (Again, something that might work well with an in squeak
editor as well as with the browser based admin utility.)
