This should be fairly easy to implement. If you find it useful for your 
site, then you could implement it. My major problem with it is that it is 
another feature that makes things more complicated. For specific Swikis, 
these type of features are nice, but the core should remain simple.

BTW, one problem with people chosing backgrounds is that they are usually 
pretty bad at it. A background color needs to be fairly bright (ideally 
white). Even such common colors as red, blue, and green are already too 
dark to make good backgrounds. Then, there's the whole subject about the 
link colors going along with the backgrounds.
