Our IT department does not allow us to write to the network filesystem where 
Eclipse is installed, so putting in dropins is not possible.

Several other Eclipse plugins support being installed by pointing Eclipse to a 
properly formed zip file that contains a site.xml file that allows Eclipse to 
treat that zip file exactly as though one is installing from the update site 
over the Internet (via the Install from Archive feature)

Can PyDev not support this for some reason?
