It is a matter of how do the outsiders-with-patches-to-be-considered
manage their changes?
With a DVCS they use the exact same tools as those in the inner sanctum.
With a DVCS they can cooperate amongst themselves, sharing and
improving patches until they're worthy.
At some point a difference in quantity makes a difference in quality,
and this is one of these kinds of points.
But, again, I agree that the immediate goals are to sort out and work
through the issues and patches that already exist.
