Hm, maybe your right. Given his example though, it sounds like he'd like to have a sprite dynamically appear to be partially submerged underwater depending on the waters depth? I'm not sure just placing the sprite behind the environment would give the desired results if thats the case.

I would do this in 3D. Render the sprite as a vertical quad
facing the camera, and the water as a horizontal surface at
the appropriate height with transparency.
