I was having this problem as well - not seeing the on_mouse_press() events WIndows 10, python 3.6.4, pyglet 1.3.1 and arcade 1.3.0
Applying the __init__.py from the pull request fixed the problem in my configuration. Eagerly awaiting a 1.3.2 maintenance release! Thanks!
