I was thinking the same thing but let's get 4.0 solidified first and
then start looking.  We may need to run two branches for a while which
is a pain so let's put off the pain as long as we can.

PostgreSQL supports 7.4 so we should probably match that.  Mind you,
8.0 has been around since 2005 so maybe that would be a good start
point for us instead.  FYI;
