Yes, but because of that some people may still not have updated. Also, 
Py 2.3 and Pg 7.4 are often bundled in one distribution (e.g. SUSE Linux 
Enterprise 9) that may be still in use on some servers. And currently I 
see no compelling reason to drop support for Pg 7.4. So as long as we 
support Py 2.3 (which in fact makes some pain), I think we should also 
support Pg 7.4.
