I've applied Höch's changes. With this and the previous fixes, a merge
build of 18 executables, with no changes from the previous build, takes
around 100 seconds. I'm happy; thanks much, guys.

Exactly: the rationale is that only COLLECT and BUNDLE must remove the output
directory, while other targets (which usually produce files) might simply want
to reuse existing files (if guts match).
