I just checked v1.4 and I'm not having any issues with it, which means the server is up and the paths are still the same. Is it possible you were having connectivity issues with the PDB server? That's my best guess because by telling PyMOL to pull the PDBs from the Europan server, you were able to download. PyMOL v1.3 will most likely not work, because the PDB changed their PDB paths last year.
