It’s not quite what Laurence was after, but Enrico Zini gave a lightning talk about an tool to search for POIs offline for mobile devices at State of the Map 2010. He has a couple of blog entries about it[1][2], and a working implementation on a Neo Freerunner (OpenMoko).
