I tried to fix this by adding a big "How to contribute" section to
http://www.logilab.org/project/pylint that reads:

How to contribute

- Fork this http://bitbucket.org/logilab/pylint

- Send your pull requests to [email protected]

- Read The Fine Manual at http://www.logilab.org/card/contributing
  and the comments attached to http://www.logilab.org/ticket/103676
"""

Hopefully it will help willing contributors and give us another few
days before we put up at www.pylint.org the page we have been working on.

PS: the logilab team existed on bitbucket, so it took me 3 minutes to
import from http://hg.logilab.org/pylint
