I tried both of these with no luck. The
Vector Bender is missing some components and does
not work, much the same for vectorgeoref. There
were warning messages on loading QGIS about
missing components. The dialog box for it would
open but I only got error messages in Italian, no functionality.
Can these plug-ins be made to
function? From the messages I see here, the
reliability of many add-ons is highly
suspect. It seems that the install process has many flaws.

should do what you want. You have to enable experimental plugins to see them.
And maybe the Affine Transformations plugin also works for you.
