        This sounds promising, but then so did the other plug-ins.

Where do I find the OGR2OGR functionality? I found some help information referring to it but nothing about how it is accessed.

Not sure why I would need to create the control points from the raster georeferencing as I already have them from fieldwork or other sources. What I do need is a function or tool to rubber sheet the un-projected coordinate list onto a projected layer containing the control points.

My CAD program is not able to do this. I tried manually shifting and rotating but that is a very sketchy process at best. My testing so far indicates that the transformation to UTM will require both scaling and rotating.

My trick, is convert the vector an image in QGIS (Save Image)
Georeference the image, saving the control point list out to a file.
You can then use these control points (gcps) with ogr2ogr to transform
the original vector.
