ProWesS behaves not that different.
The border can be HIT or DOne to perform a Move or Resize.
For this the border is devided into 4 corners: left-top, left-bottom, right-top & right-bottom.
But when HIT the sprite becomes the default Move icon.
A DO turns it into the Resize icon, the opposite corner stays fixed.
From then on it behaves just like the old PE, no dragging.
The new SMSQ/E moving outline is not used then.
On a not so fast system you can clearly see that the moved/resized border is drawn first.
