24-bit colour mode is a 16 million colour mode. As yet does not exist
in hardware terms - SMSQ2.98 docs say:

'DISP_COLOUR colour depth
Specifies the colour depth to be used - 0 for QL, 3 for 16 bit (65536
colours) also 1 for 4 bit (16 colour) 2 for 8-bit (256 colour) and 4
for 24 bit (16 million colours) - but these do not exist'

I don't know if the last part refers to the fact that SMSQ/E has no
support (yet) for those colour depth modes, or just that there is no
hardware with 24 bit support.

The theory for 24 bit (true) colour mode is:
MODE number 64, 16 million colours, 24 bits, 8 bit RGB colour
definition, organised within the long word as rrrrrrrr gggggggg
bbbbbbbb --------

(again, I don't know if the lower 8 bits are used for anything...)
