The GPL doesn't allow a SMSQ style license that is more restrictive to be
applied subsequently to existing GPL'd code. Therefore, if someone accepts
the SMSQ license, they can submit the code, but if the registrar accepts
GPLd code within the SMSQ license, the GPLd code is in breach of the GPL
for having a more restrictive license applied. Thus, GPL code cannot be
added to SMSQ without over-riding the SMSQ license. That is the infectious
nature of GPL, which is why I will not ever release my code under the GPL.
However, an original author can release code under multiple licenses, and
people who receive the code accept the respective license, so if someone
GPLs code they wrote, they can offer that code to SMSQ under the SMSQ
license too.
