They have a double whammy:

1) They don't have anyone with enough brains to set up split DNS.

2) They don't have anyone with enough brains to set up a mail relay with
   hardcoded paths.

This is basically the idiot's solution to the issue of how to set up an
E-mail firewall -- with bogus DNS records.
