I prefer a different interpretation. "Be liberal in what you accept"
means only that your program should not behave erratically or
unpredictably in the face of bad data. It does not in any way mean that
your program should never return an error code or blindly accept and
attempt to deal with bad data. That philosophy leads to crappy
software: sendmail, bind, etc.
