Not necessarily. The DHCP server could be -HUP'd to load a new scope,
for example. This cost me my original IP address. System was never down
at all -- just changed IP addresses. (Provider for my cablemodem
obviously got onto their preferred 24.0.0.0 netblock, and wanted all
their customers to have the privilege of the new address ASAP. ;) ).
Offtopic, reply-to set. Just wanted to warn everyone who thinks that
their address will never change if they don't down the box.
