Of course, this Reply-To has no effect.  What we really want in
situations like this is a recommendation for whether responses should
be private (to Mail-Reply-To/Reply-To/From) or public (to
Mail-Followup-To/To+Cc+(Mail-Reply-To/Reply-To/From)).  Dunno if it's
worth expressing this in a header field, though.
