I dont see why list owners cant get full access
Feel free to email a patch to allow that. :-)
Someone would need to write code to allow a non-postmaster to select "show mailing lists", and then filter the list to only show lists they're owners of (which requires opening an extra file).
If someone needs it badly, offer to sponsor it. There might be a developer who could add it for a few hundred dollars...
