I created a new test user and let qmailtoaster create the default directory structure. Then I copied over just one test folder, .verisign, from one of the old  courier imap server mail accounts $HOME/Maildir folders and changed the ownership.  I noticed that the owner:group on some of the existing folders was vpopmail:vpopmail instead of vpopmail:vchkpw so I wasnt sure which one to use. The vpopmail.vpopmail ownership seems to work. Does it matter?

Sorry, thought you were going to a fresh install. You may be able to get
by, by copying the old folders/emails to the new server under their new
/home/vpopmail/domains/yourdomain.com/user1/Maildir/ home. Once they're
copied over, just make sure the permissions are correct.  The folders
should have a period in front of them (such as .Sent1 and .Sent2), and
they're owned vpopmail:vchkpw with the permission 700.
