it describes some changes you can make to /etc/tcprules.d/tcp.smtp to
scan internal and external mails.
i'v check my /etc/tcprules.d/tcp.smtp
by default installation that file is like this

i think domainkeys and simscanner can't work together
there someone have succeed join domainkeys & simscanner work together ?
They (can) work fine together. Eliminating domainkeys temporarily was a
good move though, as it eliminates that as a possible problem area.

during installation? Try

What does your /var/qmail/control/simcontrol contain?
