Hi Jake
With this kind of users, i've find useful in the past the "placebo approach" and
tell them to compact their PST files.
Weird thing is that sometimes it solved things!!
(Once, they kept downloading OLD messages stored in the server everytime they
checked their mailbox. That was 150+ mails every a couple of minutes. And
compacting did the trick)

Not much help, but might gain you some time.
