That shouldn't be a problem unless someone's already using the
priorities plugin, which is very unlikely. Having no priorities= line in
the repo file defaults to the lowest priority.
I would have expected this problem to have reared its head before now. I
sure don't remember enabling the priorities plugin manually. I wonder if
there isn't something different with your host that's causing the
priorities plug to be disabled when you install it. Are you using any
other yum plugins?
[root@tacs-mail pluginconf.d]# yum check-update
Loaded plugins: fastestmirror, priorities
Are plugins enabled by default? You should have
plugins=1
in the [main] section of your yum.conf file.

So - yes You need to enabled it - but be aware that it may confuse
people if other repos are not prioritized properly and that yum then
reports how many files are NOT updated due to different settings.

Bingo. That's the mechanism which is supposed to keep .qt. packages
from colliding with other repos.
Was priorities.conf disabled by default? I need to enable it in the
script if that's the case. It's entirely possible that I missed that
one. Might be something worth checking in the script regardless.
