What's the security plugin do? I don't have that one.
Also, did you not use yum to install the .qt. packages initially?

I sure don't remember enabling the priorities plugin manually. I
wonder if there isn't something different with your host that's
causing the priorities plug to be disabled when you install it. Are
you using any other yum plugins?

Are plugins enabled by default? You should have
plugins=1
in the [main] section of your yum.conf file.
