Again, this is not an option in a centrally managed environment where the
SDK might be installed on a central file server and accessed from many
different users.

The cache directory MUST be writable to make any sense at all (the cache
must be updated when new source files are being compiled). And a writable
directory MUST NOT live inside an otherwise read-only part of an
applicatiosn install tree
