Yes, it's actually really easy to do. Flash has inbuilt features for making mobile animations, but you can do it with almost any type of animations.
There is some stuff on my website that we use extensively that might be useful. http://ictmindtools.net/mobileanimations/ This was aimed at Pivot and Stop Motion animatations, but you can also use Flash.
