Pressure them to put it in writing that they refused to upgrade your 
chair thereby accepting responsibility if you get run over because the 
slower speeds did not allow you to reach the other side of the street 
on time after you brought this possibility to their attention. Also 
inform them you mailed a copy to your congress person, lawyer, and 
caseworker.
