Some of your questions cannot be answered with short answers, but I will try my best. When dealing with the transportation system and its employees, you have to remember that you are working with people barely making min wages. Grab any literature you can during the rides and ask simple questions like, who's your boss or who's your boss's boss. Somewhere inside the bus is a Certificate of Authority which is issued by the Agency that controls the bus/van or transport vehicle, whether private or government supported. It could be local city or town government or county that grants the authority. Or, just ask the question from the driver that you would like someday to become a member of the transport authority board and you would like some information. I would tell that person the reason why you want that info. If you get one piece of info each day for a week....you'll be learning alot in short time.
