I, too, suffer from often feeling cold (even when I know I'm not) so I've done
two different things instead of using an electric blanket:
1) I bought a microwavable, "Elastogel" neck & shoulder collar to keep me
warm where I feel it most, and
2) We use an electric mattress pad... it goes on the mattress under you to
warm the bed before you get in.
I heat up the neck warmer before bed and wear it all night as it slowly cools
to my toasty body temperature. The heated electric mattress pad, fits the
mattress under the fitted bottom sheet(s), heats up much less than an electric
blanket. In fact for most every model I've seen, you can set it on the highest
setting without fear of getting burned [maybe a little too warm, but not
burned]. If you sleep in the same bed as a significant other, the queen and
king sized pads typically have dual settings so you can be set warmer than your
mate if needed.
I just got a new one at JC Penny's at a decent price when my old one (used 10+
years) died on my side. Overuse is my guess!

I get the Elastogel microwavable collars from Dr. Leonard's (an online or
catalog item).
I gotta say the USB heater sounds intriguing, though. I spend many of my awake
hours (when I'm home) within 3 ft of my computer... catching up on work,
mostly. I might look into this because I also use the heated collar there...
and the wife gets tired of reheating a few times each night even before bedtime!

I will not be using it to heat my lap as one of the primary ways it says to
use it, but for the second way to use it, over my shoulders and on the back of
my neck. It's getting cold lately and was just wondering what your thoughts
were on it. It's heated via USB from your computer, meaning you would have to
be close to the computer which I am at night. The reason I am really thinking
about this is mainly to stop the pain I get from the hardware in my neck when
it gets cold. The things I like about it mainly is the fact that it heats up
via a USB with a low setting and a high setting, meaning it isn't plugged into
the wall but into a USB port which I can enable or disable from a software on
my computer so I don't have to wake someone up or even have them adjust it as I
can just disable the port, or ports. The second and the main reason I like it
is because it's not plugged into the wall, even though I am sure there is a
fuse on it if the USB hub detects a short or failure in the USB device it will
tally depending on what operating system you are running, which gives you not
only a warning but a way to shut it off immediately. The third reason I like it
is more of a personal preference but it is a geek gadget. Let me know what you
think, basically I am depending on your feedback before I purchase this. Thank
