No, the legislation was written by a C56 quad about 23 years ago.  He wrote the 
legislation and pushed it through the state legislature to be on a two year 
grant program, I do not know who writes the grants when they need renewing

It is pretty awesome as it allows for up to five HRS per day, seven days a 
week.  It also allow non medical personnel to handle bowel care, cathing, and 
wound care after being signed off by an RN.  Otherwise Nevada legislature 
states that all that sort of thing must be done by trained medical personnel.

Because I have been in the field of mental retardation and mental health I was 
aware of this program before I broke my neck.  So it enabled me to come home 
from rehab, 3 1/2 months after I broke my neck, and after the first 30 days of 
Home Health paid for by the insurance company I was able to be accepted into 
this program.  Now I advocate for newly injured and encourage the families to 
apply just as soon as they know when their loved one is coming home.  It 
certainly helps to make the transition easier.  (if there is an easy way to 
make such a transition J)
