Even in the hot, Tucson or Phoenix summers, I can usually do just fine with a lightweight, full-length, white bath towel (the hospital/hotel/institutional-type) that I wet down and wring out enough ** just** to the point it isn't dripping. So it's not soggy-wet but not just simply damp, either. With that hanging across the back of my neck I'm pretty safe. Plus, I can use the hanging ends on either side to wipe, blot, or otherwise cool my face.
The towel cools my neck plus gets my shirt pretty wet (also cooling). And sincde it's so dry here in AZ, just ducking into the shade can make a big difference. Tree/plant shade is cooler than building shade because of evaporation from the plans... but any shade helps in a pinch. As for going inside... Uhg! As someone else here mentioned, places in AZ tend to keep the A/C on super cold (compared to outside). It's great if you're already overheating or getting close, but once I cool down it's just too damned cold... especially since I might still be wet/damp from my towel. If I'm not overly hot, I usually freeze going to restaurants, classes, movies, etc. (Especially if I was already out and got wet earlier!) When I was teaching, I used to take my lunch breaks out in the full 100+ degree sun just to warm up! (Even several non-disabled teachers did.)
