Passenger side.  They don't make a rear-entry Element, as far as I know.
 
They do, however, offer a full or half cut-out [dropped] floor, with the ramp 
on the driver's side or passenger side.
 
I enter from the passenger side, [the whole floor is cut out,] and I roll 
behind the steering wheel, lock down, and drive from my powerchair.  My 
powerchair is a Quickie P200 [very small and compact.]  I am able to give my 
friends who use powerchairs a ride, but they have to back up the ramp and then 
turn.  It works well, but larger chairs are a tight fit.
