It's my understanding (with Medicare being my only insurance) that services need to be done (after they get an order/prescription from your doctor) *before *they submit it to Medicare. So many quads have some sort of Medicaid so that might be a different story. But I am familiar with companies giving me a hard time or "a story" about the services that they should be providing when our chairs are our only mobility!
