FWIW PC CPU Fans (which have to work well to prevent you Athlon 
disappearing in a cloud of black smoke!) blow down onto the heatsink. I 
think this forces the molecules of cold air against the metal where they 
pick up the heat. It is a more effective cooling method than simply 
drawing what hot air is in the heatsink matrix out. I don't know what 
the Peltier fan/heatsink system looks like but blowing onto the heatsink 
is definitely better.

Undoubtably, if it blows more air onto the heatsink, the better.

You risk drawing already hot air off the PSU components that way, I 
wouldn't recommend it. Bear in mind tht Mac cases are actually designed 
for the hardware in them and, even if a little under-engineered, are 
probably designed the best way round to start with in most cases.
