That said, it's also not the problem.  The Peltier fan is.  Any idea what 
size that is so I can start sourcing replacements before I have to take the 
whole thing apart?

I have no idea. I would have to take one of my 9150/120s apart as well, just 
to take a stab at the answer.

However, one thing to consider ...

The Peltier's fan is powered from the mobo, and there may be a regulator on 
the mobo which is involved with this fan.

Every 9150/120 I've seen has had considerable discoloration around one of the 
mobo's two regulators.

Obviously, the 9150 was under-engineered in several areas.
