I would have to take one of my 9150/120s apart as well, just to take a stab at the answer. However, one thing to consider ... The Peltier's fan is powered from the mobo, and there may be a regulator on the mobo which is involved with this fan. Every 9150/120 I've seen has had considerable discoloration around one of the mobo's two regulators.
