I don't have the answer or best solution, but I can offer the following work-around: This type of problem (where all the icons on the desktop vanish and then redraw themselves, repeatedly in a loop) has been plaguing my Performa 630CD (OS 8.1/36 MB) ever since I upgraded it from OS 7.5. I can use my Mac for a number of hours before this happens, or it can happen within a few minutes of a fresh startup, depending upon what I'm running. I haven't kept track of it as I used to, but I seem to remember noticing it as more likely after printing (or trying to print) to my HP deskwriter (it had been suggested on this list that the HP printer driver might be at fault). I usually get out of it courtesy of one of my favorite control panel apps, Program Switcher, by deliberately selecting the finder, which then seems to stabilize enough to let me select Restart under the special menu. If I don't restart immediately and try to do anything else in the finder, even open a folder, the whole flashing icon sequence starts anew. Once I restart, I can get back to work.
