Even 10s smells high these days. I'd go for 5s, even 1s.

If there are problems in terms of dependencies between different events, let's make it a guiding principle of Quagga to try explicitly signal those events and have others act on those, as much as possible - rather than punt things to operators with static, "introduces needless delays when it does fix the problem; and doesn't fix the problem otherwise" timeouts otherwise.

(And yes, some stuff may turn out to really, really difficult to detect and/or describe, but let's at least try before giving up ;) ).
