If you can't get at the shock with the wheel on then measure the height from the wheel arch to the ground, take the wheel off, refit all the wheel bolts into the brake disc, put a trolley jack under the brake disc and jack the car up on that until the wheel arch is at the same height as it was before. Then you should have the same load on the suspension but be able to check the shock. Make sure it's a trolley jack with a cradle with lugs on it so the disc can't slip off and make sure the jack can move on the ground (no gravel).
