After discussing the set up with Anthony at Fast Road Cars (he was very helpful), It seems the 36mm chokes are huge for a 1600 - 32mm would be normal. A new set of 32mm chokes are about £100 - so it was worth a try to fit different jets and see how it goes. Due to the fact that my only problem seems to be at light throttle, we decided to go for 55 idle jets and take it from there. I fitted them today and while it is still not perfect, it is much more driveable with now only the occasional spit back at light throttle with the mixture screws at 3 1/2 turns. Might try 60 idle jets when I get back from holiday.
