Presumably the rings come off stuck in the wheel.
If so, pull it out of the wheel and make sure it's a good fit over the
boss in the centre of the hub.

This morning i have taken all the wheels off checked to see if
blancing weights are still there. Put them back on making sure they
are central and spigot rings are there. With all the wheels done up
took it out. Still above 60 the steering wheel is wobbling all over.
Also now been able to see how it corners at these speeds and the
steering wheel is all over the place so much so i slow down till it
went away.
