I think that early Sierras shared the same bulb for tail/brake lights, with the foglights innermost. Later on Ford swapped them over, it was found to be easier to notice extra lights coming on for the brakes, rather than the tail light get brighter.
I'd far rather have the brake lights in the inner most position.
