At what point does a few bits of steel tube welded together become a tow
bar ?
If you sold them as a "bracket" with no tow ball fitted that should
might do.

that each tow bar is tested and plated with its stregnth etc.
I am sure you may all be aware that testing each bar could render it not
economically viable to make. However, I am still looking into it and will
advise when I have more info.
