Have you checked that the rims are true? I had a vibration just on 70mph which I could not eliminate through balancing. When I taped an indicator to the wing strut and spunn the shel, it turned out the rim was lightly bent (through a pothole I guess) in its inner edge.
Another possibility is an incorrectly fitting spigot ring for the alloy meaning the wheel is running off centre.
