Can I output a quartz composition to a movie. A movie that can be played on a Windows machine?

You can make a movie, but not through the QC interface: that has an option to export to QuickTime, but it's really just a qtz embedded in a .mov; it won't play on windows machines.

There's a movie encoder plugin in the developer tools, and I think there are other utilities that will render qtz to real movies that can be decoded on any machine.. I'm not sure of the names though. I'd be quite interested to know what they as well :)

Quicktime Pro can do this. Save the quartz as a movie file using quartz composer. Open the movie in quicktime player, export it and save it as a different codec. It will render the quartz out and then you can play it on windows.
