That's appropriate. If you don't know what you're doing and choose not to do the work to learn then you should expect failure. It would be an impossible task and it's working backwards. If you want an "embedded" system based NTP server then you should search for a working product/design/implementation and then buy that. Don't buy something and then hope you can get it to work unless you're a Time-Nut. By the way, you build embedded systems and you build them to do what you want. You use development boards like the RPi and BeagleBone to develop embedded systems.
