In the manual, it recommends you to use a seperate track, with channel 0.

Try applying to all tracks, and then going to tools, more tools, delete
controlers. Then enter 131 for tempo changes. That will get rid of all of
the changes.

If I were in this situation, i'd try looking at the begining of the
tracks in the list editor to make sure that the author of the midi
hadn't put any tempo changes in.
Whilst control t will have changed the tempo, tempo changes that are
included in the midi will overide the changes you made.
For ease of use in the future, I suggest that you deleet said tempo
event instead of changing it to the desired tempo as this will only
trip you up when you come to work with it again.
