Could it be that the WiFi signal is at its weakest directly above the
router? If the antenna is vertical, the strongest signal may in a
doughnut shape around it with a weaker signal above and below. If the
antenna(s) are moveable then you could try an angle of, say, 45 degrees
(or even lay them flat) and see if the signal strength received by the
radio changes. If the antenna is inside the casing perhaps you could try
tilting the whole router and see if that makes a difference.
